Just check how bad my ping is...looks like my ping is 2000 MS +

Yeah - it really looks weird... anyway I can tell you that your ping to the server was all time around 380 to 390. That isn't a very good connection but usually still allows playing.

Are you sure you checked all other possibilities? Video driver, system load, what ever...

Another idea:
I know it from DSL, don't remember if you also have and am also not sure if it's at cable or whatsoever also available. Contact your provider, ask if you are on interleave or fastpath. These discribe a different way of communication at your connection. And as the name says, fastpath is faster
