Are you sure you checked all other possibilities? Video driver, system load, what ever...

Another idea:
I know it from DSL, don't remember if you also have and am also not sure if it's at cable or whatsoever also available. Contact your provider, ask if you are on interleave or fastpath. These discribe a different way of communication at your connection. And as the name says, fastpath is faster :)

But my pc runs as...CPU:85% GPU:98% RAM:80% loads and the game is running over 100 fps

Hmmm in my understanding a bit too much load at the processors....
I wold look for more programs to switch off during gameplay, and anyway ask provider about fastpath "IF" you have DSL.

You also can have a look if you're network card is quite busy. I downloaded a tool from here:
http://www.bwmonitor.com/ - the free trial.

In game after being killed, I switched to the running tool. max peaks were at about 140, average less than 60 - we might compare when we play. Today I think I won't be able, we'll have guests soon.

But the game is running between 100-200 frames per second my pc is not the problem,my pc is super fast now thanks to BadDog, so the problem is from Telkom.

i will have to wait until Monday, maybe even longer they don't have great service.

Therefore I mentioned the network card... just have a look at it to be sure nothing is running sending / receiving to the net in addition to the game.

When playing MOH there is only network activity from MOH nothing else,i make sure nothing is using bandwidth before i start the game because of my slow connection,there must be a problem to the connection from here to Great Britain,i forgot what website checks your ping from/to different countries but when i find it i will see.
